Government Compliance

Every gold and diamond transaction follows Sierra Leone's lawful chain — licensed, assayed, certified and sealed before government officers.

Why it matters

Compliance is not optional — it's your protection.

Sierra Leone's mineral sector has historically attracted fraud, smuggling and informal intermediaries. We protect buyers by operating only within the legal framework set by the Mines and Minerals Act 2009 and administered by the National Minerals Agency. Every step below is referenced to the responsible authority, so you can verify exactly how your purchase is handled.

01

Licensing & registration

We operate as a registered dealer and exporter licensed by the National Minerals Agency under the Mines and Minerals Act 2009. Licensing is verifiable and non-negotiable for any lawful gold or diamond transaction.

02

Valuation notice

We give the Precious Minerals Trading Directorate the required 24-hour notice to prepare for valuation and export documentation, presenting goods per the Schedule B classification.

03

Assay & purity certification

Gold is assayed to certify purity in the presence of the exporter, a Senior Mines Monitoring Officer and a National Revenue Authority customs officer, then re-weighed to cross-check before sealing.

04

Independent diamond valuation

Diamonds are valued by three parties — the exporter, the Government Diamond Valuer and an independent valuer. The highest valuation determines the 3% export duty, paid at the Bank of Sierra Leone.

05

Kimberley Process certification

Every rough diamond shipment is sealed and issued a serial-numbered Kimberley Process certificate, confirming conflict-free origin under the UN-backed KPCS in which Sierra Leone is a full participant.

06

Duty, sealing & export

The statutory 3% export duty is paid, the parcel is sealed before a Customs Officer and the Government Mines Monitor, and a PMT/GGDO or Kimberley certificate is issued for lawful departure.

Governing bodies & frameworks

Universal Champion Mining SL is a registered dealer and exporter. Licensing can be verified directly with the NMA and PMT/GGDO. We encourage every serious buyer to confirm a supplier's licensing before any transaction — it is the single most important safeguard in a Sierra Leone gold or diamond deal.
